M20 to become UK's largest double decker motorway to solve Operation Stack

An extra four lanes are to be added to the M20 above the existing carriageway under ambitious plans to solve Operation Stack for good.

The double decker motorway - the largest of its kind in the UK - will stretch from junction 8 at Maidstone to junction 11 at Folkestone, a length of approximately 30 miles.

In normal use, both decks of the road will be open with cars and smaller vehicles directed to the top carriageways at either end.

Slower traffic, including lorries and caravans, will use the bottom lanes.

When Operation Stack is in place, all four lanes of the lower deck will be used to park lorries, with the queues starting at Folkestone.

The top lanes will remain clear to prevent the gridlock that beset the county last summer.

The news comes after plans for a massive lorry park somewhere near Westenhanger ran into strong local opposition from both residents and Shepway District Council.

The work on the M20 will be carried out by Dutch civil engineering firm Onwerkelijk, and is expected to cost almost £2 billion, and take about two years to complete.

Thomas Dubbelewegen, who is overseeing the project, said: "We are confident the road will not only ease the traffic problems Kent experiences during Operation Stack, but provide a better experience for drivers during normal operation.

"The beauty of the scheme is the opportunity for expansion. If the route becomes congested again in 20 years time, we can simply add a third deck, or maybe even a fourth."

Mr Dubbelewegen added: "It will keep the traffic flowing regardless of weather, or how much the French are messing about."

The plans for the road include large flaps stored on the upper deck that will be rolled down at night, turning the lower level into a huge tent during Operation Stack.

This will provide stranded lorry drivers with a covered area in which to exercise and share provisions.

Although the 30-mile stretch will be by far the largest double decker motorway in the UK - and possibly the world - it is not the first.

A short section of the A167 in Newcastle already has two levels, and planners say the scheme has proved successful.

Kevin Smith, from the Newcastle Overland Transport Routes Unit, said: "It's working purely belta man. Drivers were getting proper radgie like, but it's a canny solution."

Work is expected to begin on April 1, 2017.
