Police said the suspected cannabis factory found at the site of a huge fire turned out to be "just a bong".
Officers helping with investigations after the suspected gas explosions in Oak Tree Road, South Ashford, believed they had uncovered a cannabis farm.
But a police spokesman has now said no hydroponics were found in the flat, just one pipe used for inhaling cannabis.
He said: "In the early stages it was difficult to ascertain precisely what it was."
Workers have been on site to make the building safe while the HSE investigate the blasts.
Two people were taken to hospital suffering from the effects of breathing in smoke, and seven others were treated by medics at the scene - including one man who suffered minor burns.
Nine homes were affected and 10 people were left homeless.
It is thought gas engineers had been working on the homes earlier in the day, and the Health and Safety Executive has launched an investigation.
