Ashford Town chairman Ernie Warren insists there is no lack of ambition at the club.
The newly-formed outfit could start next season rock bottom in the non-league football pyramid but Mr Warren knows that decision is out of his hands.
He said: "People say we are lacking ambition but that's got nothing to do with it. We have to play where the football authorities put us.
"Ashford Town Football Club is gone. We have a wonderful stadium but we don't have a side. We're starting again, so we'll go where we're put.
"It's not like we've gone into administration and we've dropped a league. The club has folded and resigned from the league.
"Wherever the authorities put us is where we'll play and we'll have to accept that, play by their rules and look at winning promotion to get us out of where we go.
"It's nothing to do with ambition. We have no say in it. If clubs are in trouble and drop out of the leagues, then we could get lucky but we just don't know."
The club have expressed interest in joining from the Kent League downwards, including the new Step 6 level, which will bridge the gap between Safety Net Kent League and Vandanel Kent County League.
Mr Warren said: "It's too early to apply for leagues and they are not interested in talking about it yet because it's too soon. It should all start dropping into place after Christmas.
"We have made approaches but there have been no meetings. We have shown an interest in the new league (Step 6) which is being set up but we don't really want to go as low as that.
"We've gone through two months of not much happening. Tony Reynolds (manager) is having a look around and he needs to know which league we will be in. I'm confident that by January or February, we'll know what we're doing."
There is an April 1 deadline to apply for FA competitions. Ashford will need to compete in the FA Vase for a season before they can be enter the FA Cup.
"There is no panic at the moment," he added. "We have loads of time and it will all fall into place."
