Concerns have again been raised for the condition of horses in Ashford.
For years residents have been worried about the welfare of the horses on the field - known as the 'field of death' - alongside Ashford Road, Kingsnorth.
The most recent case is of a three week-old foal, also known as Bayley, who has been injured.
Fredericka Durham from the Retreat Animal Rescue in High Halden said: "This foal has got caught up and is injured and seriously limping. He's in pain.
"It's been reported to the RSPCA eight times and he's still there and had no treatment.
"He's too young for painkillers and will need proper treatment from the vet. If its left any longer it will get to the point where its untreatable."
She continued: "Every horse is meant to be micro-chipped and passported. If organisations did their jobs properly we wouldn't be in this situation.
"It's heartbreaking. These horses have been failed by so many agencies, its just not good enough."
A video taken by concerned on-lookers shows Bayley clearly struggling to walk.
An RSPCA spokesperson said: "We’d like to thank people for raising their concerns about the welfare of horses on this site. We take every report seriously and take whatever action we are able to but we are currently investigating.
“The country is still in the grip of the horses crisis, and last year we received almost 900 calls about horses in Kent alone, making it the second busiest county for equine complaints.
“Our officers in Kent also collected the highest number of equines in the country, taking in 76 horses and ponies last year, and are doing all they can to help horses, within the law.
"The RSPCA has no more power than any other member the public so cannot enter property or remove an animal without the permission of the owner, or without the opinion of a vet and the help of the police.”
Over the past six months there have been several incidents with horses in the field, including two horses being found dead and covered with a car door and another cutting its face and leg on barbed wire.
