Spare space at Ashford council's office in Tannery Lane will be taken up by shops and businesses - with interest from a nightclub already shown.
Town hall bosses say they have to manage a cut in government funding of £2.69 million over the next two years. By utilising office space in the Civic Centre it is hoped revenue from rent will help boost the council's coffers.
A draft report due to be considered at a meeting of the council's executive next week states: "We cannot safeguard and prioritise certain services without reducing activity in other areas of council business.
"The extra revenue stream from renting out redundant space will be vital in enhancing not only the look and feel of the Civic Centre but the extra revenue can be put towards services that have been identified as critical by local people."
One of those looking to take advantage of the prime town centre space is James Caufield who has been running nightclubs across the county for the last 15 years.
He said: "We think the space is perfect - it's got the youngsters down at the Stour Centre, it's close to the train station and if anyone from the council gets bored from one of their late-night meetings they can always come down for a drink and a dance."
It has been suggested by members of the ruling ABC executive committee that further money will be raised be allowing advertising on the outside of the building.
Mr Caufield, who lives in Maidstone and is known for his chain of lap-dancing clubs in Maidstone and Chatham, said he would not rule out introducing the risque routines to the Civic Centre if the club proved successful.
He also said he would 'likely' utilise the opportunity to advertise alongside the town's shield on the front of the Civic Centre.
