Several police cars and officers are still at the scene at the Stour Centre in Tannery Lane.
Speaking from the scene, Kentish Express reporter Aidan Barlow, said: "The activity is centred in the car parking area underneath the main building.
"There are four police vehicles at the scene, with a number of officers and some Police Community Support Officers also there.
"A big chunk of that part of the car park is cordoned off with police tape. But the main part of the Stour Centre car park is still open and people are driving into it to go to the leisure centre."
Photographer Andy Clark, who was also there, said he had seen forensic officers in the area around the disabled lift.
There are unconfirmed reports that the man was homeless and had been sleeping rough under the arches of the ground floor.
The Stour Centre is Ashford's main leisure centre.
As well as a swimming pool and other sports facilities the building is also the headquarters of Ashford Borough Council and contains the civic centre.
The car park is well used by leisure centre visitors and the area where the body was found is only 100 yards from the Sk8side youth centre and the town's very popular skate park.
The car park at the Stour Centre & Civic Centre is owned and operated by Ashford Borough Council. It contains around 500 spaces.
