A bus floor resembling a 'river' sparked fears a passenger could slip over.
An investigation has now been launched by the operator to determine how the double decker flooded.
A video taken by a passenger captured the dirty-looking water rushing under her feet when she was on the bus in Ashford.
The rider had embarked at the stop in Faversham Road when she noticed the floor was wet.
She decided to sit upstairs to avoid the water, but that was also flooded and had to sit with her legs to the side in order to avoid it.
"When I got on the bus, I noticed the floor was really wet downstairs so I went upstairs," she said.
"The stairs were soaked and when I sat down and we started to move I noticed the water was just gushing like a river by my feet, so I sat with my feet up against the side."
She says she was surprised the bus had been allowed to be used for the day given how much water there was.
"I don’t know if the driver knew how bad it was upstairs," she said.
"Going down the stairs to get off was tricky as it was slippery.
"I just kept thinking about the elderly who were on the bus downstairs who may have slipped.
"It hadn’t been raining either for the last couple of days so I’m not sure how the water got there and all the seats were dry which I also thought was strange."
The water was on the 1X bus, which left Faversham Road at 10.07am on Monday.
A spokesperson for Stagecoach said they were concerned to see the water on the bus and are now looking into why this happened.
"We're concerned to see the footage of rainwater on the floor of one of our buses," he said.
"All our buses are checked before going into service and we have processes in place to take buses out of service if required.
"We're investigating the circumstances with this particular bus."
