KENT Police issued an £80 fixed penalty notice to a 23-year-old who was seen by an officer urinating into a bin in High Street, Canterbury.

The offender, from Aylesham, near Dover, was fined after he was asked to stop but refused.

The incident happened at about 10.30pm on Saturday.
