Garry Mann has failed in his bid to launch a new legal challenge against extradition to Portugal.
The England football fan is facing a two-year jail sentence after being convicted over a riot during Euro 2004.
His lawyers argue the 52-year-old, of Gordon Square, Faversham, never got a fair trial.
The High Court in London has ruled his application for judicial review is "unarguable".
Mann is wanted by the Portuguese authorities. He was deported to the UK after his alleged role in a riot at Euro 2004.
Using the fast-track European extradition system, they are summoning him back to serve his sentence.
Mr Mann sensationally won a last-minute reprieve last week - after a failed appeal at the European Court of Human Rights.
