England will play five T20 internationals against New Zealand, starting on November 1.
The Kent captain was recalled to the squad having missed much of last season through injury.
He gets the role ahead of the experienced Jonny Bairstow, who was also named in the 15-man squad for the trip last month.
Also in the touring party is Billings' Kent team-mate Joe Denly.
Billings has been Kent captain for the past two seasons, taking over from Sam Northeast who left the county to join Hampshire.
