Road rage killer Kenneth Noye could be moved to an open prison following a parole board hearing.

Noye, 68, was jailed for life after he stabbed 21-year-old Stephen Cameron to death on an M25 slip road near Dartford in 1996.

But today it was announced a parole board had deemed him fit to be moved to an open prison, but their decision will have to be approved by the Ministry of Justice.

Kenneth Noye will be moved to open prison

A Parole Board spokesman said: "We can confirm that a panel of the Board has not directed the release of Kenneth Noye but has recommended to the Ministry of Justice that he is suitable for a move to open conditions.

"It is up to the Ministry of Justice whether or not to accept this recommendation."

After killing Mr Cameron, Noye fled to Spain sparking a huge manhunt before he was caught and jailed in 2000.

Prior to the parole board hearing, former detective superintendent Nick Biddiss who was in charge of the case to catch Noye has said he should remain behind bars.

He said: "Some people should never come out and he is perhaps one of them.

"I feel the Cameron family will go through the whole trauma again, and that is a problem."

He added: "Bear in mind this all happened in 1996 - which is less than 20 years ago. It seems like it was just yesterday and I do feel sorry for the Cameron family ."

Stephen Cameron, killed by Noye in a road rage incident

In 1986, Noye stabbed an undercover police officer to death in the grounds of his home but was cleared of murder when he claimed the 11 wounds he inflicted were in self-defence.

Noye, of Bexleyheath, Kent, was jailed for 14 years for handling stolen goods when 11 gold bars were found in the same investigation, he was released in 1994.

The ex-girlfriend of murdered Stephen Cameron, Danielle Cable, was put in a witness protection programme meaning she can only see her family twice a year.

It is thought Noye is currently held at Waylands prison, Norfolk.
