Drivers are facing heavy delays after the M25 was shut due to a police incident.
The closure between junctions 3 and 4 comes hours after another part of the motorway was closed because of sink holes caused by yesterday's heavy rain.
Congestion is stretching to junction 2 the Darenth Interchange on the clockwise carriageway and back to junction 5 for the M26 on the anticlockwise route.
Details of the police incident have not been revealed.
A police spokesman said: "The M25 near Swanley is closed in both directions between junctions 3 and 4 while emergency services are dealing with an incident.
"There is considerable congestion in the area and drivers may wish to consider alternative routes."
Motorists trying to avoid the Dartford Crossing are now using the A2 to get to the Blackwall Tunnel.
As a result traffic is starting to build on the A2 London-bound carriageway.
Elsewhere, the A228 is partially closed due to flooding.
kmfm listener Diane called in to talk to the station about problems on the M2 coastbound.
She said: "Where the traffic is not coming off at junction 2 for Cuxton because of the road closure it's all coming off at junction 3, so the queue to get off at junction 3 is virtually back to Rochester bridge."
