Drivers who have failed to pay the Dartford Crossing toll under the new free-flow system have had their fines held back.
The Highways Agency have temporarily resisted issuing penalty charge notices of £70 to give people another chance to pay.
The new payment system, called Dart Charge, means that payment is no longer taken at the crossing.
Instead, users have to pay online, by phone, by post or in selected Payzone outlets prior to, or by midnight after crossing.
A Highways Agency spokesman said: “The launch of Dart Charge has been fantastic news for drivers, who have experienced significant improvements to their journeys – especially southbound.
“However, some drivers have not paid the charge by midnight the day after crossing. We recognise that Dart Charge is a big change for drivers, and we want to do everything possible to help all crossing users adjust to the new arrangements and pay the crossing charge on time.
"So to give drivers a further opportunity to comply with the scheme and pay the crossing charge we have held back issuing the first penalty charge notices.
“Anyone who has used the Crossing since November 30 and has not already paid should do so now to avoid receiving a penalty charge.
"Payment for these crossings can be made online, or at a Payzone retail outlet, and these methods are recommended to avoid waiting times for the call centre due to current demand."
Figures for the number of drivers who have not paid their toll are due to be released later this week.
The top fine of £70 can be reduced to £35 for drivers who pay it within 14 days of issue, along with the initial road user charge.
