The London-bound A2 exit slip road to the Dartford Crossing reopened just after 11.30am, but traffic continued queueing until around 1pm.
At one point, congestion stretched back past the Bluewater exit and towards Gravesend.
A police spokesman said earlier: "Kent Police was called to a reported car fire on a slip road linking the A2 to the M25 at 10.24am on Friday 7 October.
"Kent Fire and Rescue Service is also in attendance and a road closure is currently being enforced."
