Dover District Council clamp down on littering offences

Three people have been prosecuted for littering offences as Dover District Council continues to clamp down on the issue.

The separate cases were heard at Folkestone Magistrates Court on Wednesday.

Kelly Marie Hyson of Dover was sentenced to pay a fine of £75, a £20 victim surcharge and £150 costs after being found guilty to an offence of littering in August last year.

She was witnessed by a civil enforcement officer to discard a parking penalty charge notice in Pencester Road, Dover.

Having established that Miss Hyson was the registered keeper of the vehicle and the driver at the time and date of the offence, a Fixed Penalty Notice was issued for the offence of littering.

When it was not paid the council took the matter to court. Miss Hyson did not attend court and was found guilty in her absence.

Andrew Kays of Aylesham was sentenced to pay a fine of £75, a £20 victim surcharge and £150 costs after he pleaded guilty to an offence of littering.

Last September an Environmental Enforcement Officer observed Mr Kays discard a cigarette in the visitors’ car park at the Dover District Council Offices in Honeywood Road, Whitfield, and subsequently get into his car leaving the cigarette on the ground.

Mr Kays was issued with a Fixed Penalty Notice. It was not paid and the council took the matter to court. Mr Kays pleaded guilty by post.

Katie Cronk of Deal was sentenced to pay a fine of £75, a £20 victim surcharge and £150 costs after she pleaded guilty to discarding a roll up cigarette end in the Stanhope Road car park in Deal on September 11, 2014.

The matter was taken to court following no payment. Ms Cronk attended court and pleaded guilty.

Each offence came under Section 87 of the Environmental Protection Act 1990.
