Deal Town Council will write to a number of authorities in a bid to prevent future flooding in areas of the town.
Councillors unanimously agreed to three motions put forward by Labour councillor Mike Eddy at a full council meeting on Monday.
Their united response comes after homeowners in Albert Road, Allenby Avenue and Canute Road were left battling against flood water after heavy downpours, earlier this month.
Cllr Trevor Bond said: “Flooding in certain parts of Deal has been a continuing problem for four or five years. Kent County Council and Southern Water between the two of them are responsible. They need to sit down and sort this out.
“The people of Deal are getting sick of floods.”
The council will request a community flood prevention plan from KCC along the same lines as that recently produced for Canterbury City Council.
They will ask for Kent Highways to publish a schedule of drain clearance and Southern Water to take immediate action to bring its pumps and drainage system to a satisfactory standard as well as be transparent about the capacity of its pumps.
Cllr Eddy said: “At a joint transportation board meeting in Dover a couple of years ago we heard that Deal and Sholden’s pumps were at capacity. Since then 100 houses have been connected to the system because Southern Water is obliged by law to connect them.
“So they’ve connected more pressure to a system that is already recognised as inadequate. This is something we should be making clear.”
Former councillor Bryan Henderson told the council it had a “duty of care” to the people of Deal to rectify flooding issues.
The council will also call on Dover District Council to take urgent action to redesign the off-street car park in Canute Road, either by providing a permeable surface or areas of vegetation within the car park area to reduce the speed of water run-off and increase the rate of water absorption.
