A Turner painting of Deal, owned by the town council, could feature in an exhibition at the Turner Contemporary in Margate next year.
Councillors have agreed to the loan in principle and will later negotiate conditions such as copyright and a potential frame change.
The gallery promised it would cover all associated costs including transport and insurance.
The painting depicts a stormy sea in Deal – a watercolour that renowned seascape artist Turner painted in 1824.
He lived for a time in Margate and later in Deal.
It is thought to be the only Turner with lightning in it.
You should be able to see the painting in its new frame at the Turner Contemporary from Friday, October 7, 2016 until January 8, 2017.
