An investigation into the closure of a footpath in Golf Road has begun.
The footpath was closed yesterday when a sign and fencing was erected around the Golf Road development.
Cllr Bob Frost and DDC's Highways and Parking team leader Gordon Measey have been investigating to try and find out if the closure was authorised.
Concerns have been raised that this path is on a busy route to school with many school children now being forced to walk in the road.
Cllr Frost said: "No footpath means people are forced out into the road. There have already been a couple of near-misses."
On Twitter, Vicky Hall-Newman told DDC that the road opposite Sandown School is already dangerous without closing the footpath.
The development, run by Lee Evans Town Planning, is for a doctor's surgery, 28 flats, 41 houses, and car parking on Golf Road near the junction with Cannon Street.
Kent County Council is also investigating the reason behind the closure.
