A man from Deal has complained to the county council after witnessing the "worst case of illegal parking in a long while" from one of the authority's workers.
Ron Stevens, 55, a civilian officer for Kent Police, said he saw a KCC minibus parked on double yellow lines on the junction of Golf Road and Cannon Street.
He said: "It had its front wheel on the pavement and was on double yellow lines. It made coming out of Cannon Street difficult and dangerous."
Mr Stevens, of Cannon Street, was driving down the road with his wife Debbie, 55, at 5pm on Monday when they saw the minibus.
Ten minutes later, when taking his dog for a walk, he claimed it was still there.
He added: "A white van tried to come out, passed me to go right and couldn't see past the van and he nearly hit a car coming the other way. Parking on that corner in that fashion is diabolical."

The former special constable contacted Kent County Council and was told the driver could have been making a delivery.
He added: "There is a pharmacy there but it wasn't a delivery van, it was a minibus. They said the driver might be disabled but, with all respect, disabled people aren't allowed to block a junction and park with the front wheels on the pavement.
“Since they put that pharmacy there the traffic there is ridiculous. It’s only a matter of time before there’s an accident.”
The Golf Road Pharmacy which Mr Stevens is referring to explained the minibus had nothing to with them.
A spokesman added: "Our suppliers do not park on Cannon Street as that would necessitate walking across the junction of Cannon Street and Golf Road.
"Instead they are instructed to park on Golf Road in front of the pharmacy where invariably there is a safe parking space available. Most of our patients live locally in North Deal and travel to the pharmacy on foot and we also offer a free prescription delivery service to help reduce the number of cars."
A KCC spokesman said: “While taking an emergency phone call a youth worker did stop temporarily on double yellow lines. She has been reminded that she needs to find a safe and legal place to park, even in an emergency, and has been reprimanded.”
