Labour has won the vacant seat for the county council Dover ward, following the death of Tory councillor Cllr Roger Frayne.
Gordon Cowan won 1,491 votes in the election on Thursday against three other candidates representing the Lib-Dems, the Conservatives and UKIP.
The results were: Gordon Cowan, 1,491; Victor Matcham for UKIP 404; Patrick Sherratt, Tory, 1,348; John Trickey, Liberal Democrat, 170.
There was also an election for a district councillor, won by Conservative Geoffrey Lymer with 239 votes. Second was Peter Walker, Labour, with 90 votes, and third Vic Matcham with 55.
