Officers and PCSO's will be patrolling Dover on Friday night to ensure Halloween celebrations are carried out sensibly.
They will be visiting venues and locations across the district, where anti-social behaviour could occur.
Officers are aiming to deter and reduce any problems such as criminal damage or violence that can sometimes be linked to trick-or-treating.
Dover Community Safety Unit has provided advice to shops against selling flour and eggs to young people if they suspect the purchases are for anti-social purposes.
Dover Sergeant Paul Gammon said: "We know this time of year can cause concern for the more vulnerable members of our community and we are dedicated to providing high visibility and reassurance across the district.
"Police have recently been given new powers under the anti-social behaviour (ASB), crime and policing act 2014 to disperse persons committing or likely to commit ASB from an area for up to 48 hours.
"This power can and will be used if required.
"We want people to enjoy themselves but it needs to be done safely and responsibly."
