Calls have been made for tighter security at ferry terminals after it is believed the man who planned the Paris attacks entered the UK via Dover.
Despite Abdelhamid Abaaoud being a wanted terrorist, the Guardian claims he came into the UK through the Kent port last year.
On his phone, there were photographs of his visit to the UK, including landmarks which European intelligence authorities have reportedly interpreted as being taken for the purpose of planning a terrorist attack.
This has added pressure on Home Secretary Theresa May to tighten security checks at the UK ports.
Shadow secretary Andy Burnham said: "It would appear extremists perceive the ferry border to be a weak link.
"The Home Secretary must conduct an urgent review of border security at ferry terminals and provide urgent reassurance that passports are being properly checked on exit and arrival in the UK."
A spokesman for the Port of Dover confirmed that French Border Force authorities had issued full checks on vehicles leaving the UK.
In a statement issued after the Paris attacks in November, the port said: "Due to ongoing heightened security checks, please have your passports ready and be prepared to exit your vehicle if required or requested.
"Customers are asked to allow plenty of time to travel to and through the Port of Dover."
Abaaoud, a 27-year-old Belgian, was killed in a shoot-out with French security forces days after he led the Paris attacks which killed 130 people.
He was the head of an Isis unit set up to send European jihadis back to their home countries to carry out terrorist attacks.
A spokesman for the Home Office said: "We can neither confirm or deny information related to issues of national security."
