The coastguard has been called out to help officials from the Border Force after an "incident" at a harbour.
It is thought a fishing boat containing migrants sailed into Dover Harbour in the early hours.
A spokesman for the Maritime and Coastguard Agency said: “HM Coastguard assisted Border Force with an incident in Dover Harbour on Tuesday, November 13."
The Home Office has been contacted for comment.
Dover and Deal MP Charlie Elphicke called for more action from the government.
He said: "This brazen attempt to break into Britain shows yet again the extreme lengths these desperate people will go to.
"This is a growing problem – and the Home Office must not turn a blind eye."
The incident comes a week after seven migrants to be rescued in an operation, again between coastguards and the Border Force.
The group was found in a small dinghy in waters near Dover early on Friday morning.
HM Coastguard and the RNLI intercepted the boat before a Border Force vessel was deployed.
