A suspected stolen car was found abandoned near a dual carriageway leading to four people being arrested.
Police were called to the River area in Dover on Wednesday night following reports of a man acting suspiciously outside a property.
Officers attended just before 11.30pm and detained a man who was found to be in possession of a bank card in someone else's name.
He was arrested on suspicion of theft and officers later found out the bank card and a car had been reportedly stolen from a property in the area earlier that day.
The car was later found abandoned near the A299 Thanet Way and a man and a woman were arrested nearby on suspicion of theft of a motor vehicle.
Another man was later arrested in Dover in connection with the same offence.
All four suspects have been bailed while inquiries into the incident continue.
