The girls were sitting on a wall in Coombe Valley Road, Dover, when they were approached by the pair.
Feeling uncomfortable, they got up and sat on another wall across the road towards the Buckland Hospital.
But the men - aged in their 30s and 40s - followed them and starting pushing them against their chests.
The girls left and stopped outside a nearby shop, but the men tried to approach them again.
