A lorry driver was fined £100 and given three points on his licence for using a mobile after the police spotted him on the opposite carriageway.
Officers were driving on the A20 London-bound when they saw the man chatting on his phone and using the second lane on Thursday morning.
Lorries cannot use the second lane between the Roundhill Tunnels in Folkestone to the Western Heights roundabout in Dover.
It is because of a scheme called Dover Traffic Assessment Phase (TAP) which aims to control port traffic entering the town.
It prevents lorries from blocking both lanes, so that traffic can freely pass when it becomes clogged with HGVs.
Police spokesman Jon Green said: “The officers turned around at the Courtwood Interchange and caught up with him.
“They dealt with him for both offences by fixed penalty notice which was £100 and 3 points on his licence for the mobile and a further £50 for being in lane two.
“All fines were paid.”
