Police swarmed a residential street in Dover in a dramatic scene.
Four police cars, including a dog handling unit, were seen in Clarendon Place by around 8pm.
Residents said they believed someone had been assaulted.
The police cars blocked the road as there were few parking spaces and there is only room for one car to pass at a time.
Drivers arriving had to reverse out of the narrow street if there were no free bays.
Police have been contacted for comment about exactly what happened.
