There have been three reports of fly tipping in Crabble Lane in River over the last three months.
This is according to Dover District Council (DDC) who is responsible for the clear-up.
Residents say waste is being left there repeatedly and last week pictures of the rubbish were posted onto social media.
This sparked comments that CCTV cameras should be employed at the site.
A spokesman for DDC said: “In response to the latest incident an officer visited the site on Monday but could find no evidence amongst the waste.
“The use of CCTV requires a magistrate’s approval, and in any case, the use of such covert surveillance would not be made public as it could hinder any operation.
“Members of the public coming across fly-tipping, or who witness an incident, should report it to DDC’s Environmental Crime Team on 01304 872289 or online at www.dover.gov.uk”.
