Two litterbugs from Dover and Broadstairs fined for dropping a cigarette and other litter

Two litterbugs in Dover have been handed a fine of £392 after they were caught in the act.

Louise Betts, 39, of Old Folkestone Road, Dover, was found guilty in her absence of an offence of littering at Canterbury Magistrates Court on Tuesday, November 3.

She was fined £220, with a £22 victim surcharge, and was ordered to pay £150 costs.

On March 31, a Dover District Council environmental enforcement officer saw Miss Betts drop a cigarette from the window of a vehicle in Castle Street, Dover.

The EEO approached the vehicle and issued Miss Betts with a Fixed Penalty Notice (FPN).

DDC took the case to court when the FPN was not paid.

Juliet Holtom of Ash Close, Broadstairs was also found guilty in her absence on Tuesday.

Magistrates imposed a fine of £220, along with a £22 victim surcharge, and Miss Holtom was ordered to pay £150 costs.

This comes after she was spotted by on officer on April 1, dropping a piece of litter from a vehicle in Honeywood Parkway, Whitfield.

She also failed to pay the FPN and was taken to court.

Cllr Trevor Bartlett, DDC cabinet member for public protection said: “Littering is recognised as a common form of anti-social behaviour, and is something that we continue to work hard to tackle. Residents consistently tell us they want more rigorous enforcement, and we will not hesitate to take action wherever appropriate.”
