Construction at the White Cliffs Retail Park in Whitfield was finally completed on Tuesday.
Developers Location 3 confirmed building work had now finished and retailers were ready to move in.
The 45,000 square foot development in Honeywood Parkway, near Tesco, is home to B&M bargains, a KFC drive-thru and a Pets at Home store.
Work on the £10 million site began in October last year. One unit is still to be let to a retailer, but altogether the park will create 150 jobs.
A spokesman for Location 3 said: “It finished today. All the building work has finished and the retailers have got to move in now.”
Pets at Home is due to open its doors on Friday July 3, and it is expected the other retailers will also open soon.
The pet shop, accessories and food store is appealing for animal rescue organisations in Dover to nominate themselves for financial support.
Support for Adoption For Pets, the charitable arm of Pets at Home, is appealing for re-homing centres to join its charity partnership scheme.
Justine Quirk, communications executive at Support Adoption For Pets, said: “Since being established in 2006, we have helped over 920 re-homing centres and animal welfare organisations across the UK. Our local charity partner scheme, in association with Pets at Home stores, has continuously been very successful across the UK, and we can’t wait to be able to support an animal cause in Dover.”
The charity awards grants and runs fundraising campaigns, offering organisations the chance to increase awareness and funds through in-store meet-and-greet events.
It also runs dedicated adoption centres in more than 370 Pets at Home stores.
