The council is investigating serious animal neglect after a painfully thin Staffordshire Bull Terrier was found straying in a Faversham street.
The young dog was discovered in St Nicholas Road this afternoon.
His nails were overgrown and his ribs were protruding from his body.
A spokesman for Swale Borough Council's stray dog service said: "He was found in very poor condition.
"If you have any information confirming where it comes from, please contact us as we are investigating serious animal neglect.
