Parking warden 'did not see' man slumped over wheel of car in Folkestone when issuing ticket

A council has defended the actions of a parking warden who "did not see" an unwell man in his car when issuing a ticket.
The incident happened in The Bayle, Folkestone, yesterday where an elderly man was reportedly slumped over the wheel of a parked car.
A witness claimed a Shepway District Council parking enforcement officer carried on pressing the buttons on his hand-held device which prints out a Penalty Charge Notice (PCN).
A council spokesman said: "Traffic enforcement officers are trained to call the appropriate emergency services if they find a driver in difficulty.
"In this case, the officer had not initially seen the person in the car and by the time he had, an ambulance had already been called.
"The parking enforcement officer did not issue a parking ticket and would not do so in a situation like this."
The ambulance arrived but the man did not need any further treatment.
