The black vehicle appears to speed up as it approaches the seagulls and has to drive slightly into a parking bay to make the turn out of the car park.
Having been shared on social media, people have been debating whether the act was deliberate or not.
The vast majority of commenters believe it was done on purpose.
It illegal to pursue, hunt, kill or sell gulls as they are classed as migratory birds under the Migratory Bird Treaty Act of 1918.
However the RSPB does note: "Government licences allow the killing of urban gulls only as a last resort, where a significant risk to public health or safety has been identified."
In yesterday's event, the baby birds seemed to be posing no significant risk to public health.
An RSPCA spokeswoman said: "This is very upsetting to see. This has not been reported to the RSPCA but we would urge anyone with any information regarding this incident to call our national cruelty line on 0300 1234 999 .”
