A number of caravans have pitched up outside a major retailer in Folkestone.
At least 10 vehicles are set up around the car park for The Range in Firs Lane.
The group is believed to have arrived on Friday morning.
A bystander, who wanted to remain anonymous, said: "They arrived on Friday, and have kept themselves to themselves more or less.
"The group's children have been running around a bit but other than that nothing."
Last month, travellers were moved on from a cinema car park in Ashford.
In October, a leading voice in the Gypsy council complained the traveller community is treated like a "plague".
In an attack on Thanet council, Gypsy Council director Joseph Jones said permanent traveller sites were needed in Kent.
Folkestone and Hythe District Council confirmed the encampment is on private land.
