Police, paramedics and the air ambulance were called to the scene in Bouverie Place around 4.45pm and the area was closed for nearly five hours afterwards.
She was known as Luna among her friends, who have set up a tribute page on Facebook.
A heartfelt note left among the flowers from one of her friends said they would always "treasure our memories" and paid tribute to "one of the best people I'll ever meet".
It said: "To my best mate who I'll always remember and never forget you'll always be in my heart.
"I'll never forget your gorgeous smile and the way you spoke to me.
"I knew you were one of the best people I'll ever meet and always be in my heart but in my eyes you're an angel and always will be.
"You're the best angel up in heaven out of them all."
Police spokesman Scarlet Jones said: "The family of a girl in her mid-teens have been informed.
"The death is not currently being treated as suspicious and a report will be prepared for the coroner."
Paul Stone, the centre manager of Bouverie Place Shopping Centre, where the incident happened, released a statement.
He said: “I can confirm that at 4.50pm on Sunday, a young woman jumped from level three of the NCP car park at Bouverie Place.
"There was an immediate response from the emergency services, who spent over an hour attending to the young woman’s injuries but who were sadly unable to save her.
"Our sincerest sympathies go to the family and friends of the young lady.
"We cannot begin to comprehend the suffering she will have undergone or the sadness her death will create.
"This was a traumatic event for anyone to handle and the Bouverie Place security team on duty, rose to the difficult challenge with fortitude and professionalism.
"We are working closely with the police in the investigation an incident and all our team have been offered counselling should they wish to take advantage of this."
