Six vehicles were spotted at the scene along with at least five armed officers.
Abdullah Amini, 40, who lives in the closed off flats, wasn't allowed back into his home.
He said: "I got back at around 11am and was told I couldn't go back in.
"My wife is in there on her own and isn't allowed out. It will be scary for her.
"When I got back I could hear them shouting while in the flats."
Another resident of York Road, who didn't want to be named, claimed the police presence started on nearby Gloucester Road where officers made arrests.
She said: "They started off on the other street and came down here this morning.
"One of them kicked the door down and started shouting.
"They won't let anyone come through the street and have been here for hours."
York Road has been cordoned off while police deal with the incident and the armed officers could be seen outside Lancaster Court, at around 10am.
It isn't believed to be related to an incident in Singlewell Road at the post office yesterday.
Police spokesman James Walker said: "At 8.40am on Tuesday October 2 police received a report that a man had been seen with a weapon in Gloucester Road, Gravesend.
"Officers, including armed officers as a precaution, attended the scene and a 47-year-old man from Gravesend was arrested in connection with the report."
Officers remain in the area conducting enquiries and at present no weapon has been located.
The 47-year-old man remains in custody.
