Mr Marven, of Chalky Bank, Gravesend, was made an honorary Freeman of the Borough in May 2007 and awarded an MBE in the following New Year's Honours list for his services as a councillor and with the Scout movement.
He served as a borough councillor for 37 years. Mr Marven was elected to the former Gravesend council in 1970 for Pelham ward, and Woodlands ward in 1976 until 1995 for Gravesham.
He was member for Shorne, Cobham and Luddesdown from 1995 to 2007. The father of two was also Mayor of Gravesham from 1982 to 1983.
Mr Marven was a lifelong member of the Scouts, joining at the age of 11 and was vice president of the Gravesend Scouts Association.
Paying tribute to Mr Marven, Gravesham council leader Cllr John Burden said: "Although we were political opponents, Frank often worked with us for the good of the people of the borough.
"He was a true gentleman and our thoughts are with his family and friends at this sad time."
Cllr David Turner said: "I served on the council with Frank for over 30 years.
"He acted as my mentor for some time and was always kind and constructive.
"I will remember him as a very able chairman of housing and, when he was elected to the county council, for his commitment to providing effective social services for the borough.
"His service to the Scout movement over many decades was legendary; he placed immense value on the development Scouting provides for youngsters and he always fought anything that might thwart the movement.
"All in all he was a dedicated servant of Gravesham. He loved his borough and he'll be missed by it."
