A debate to decide whether 1,500 riverside homes can be built has been postponed.
Councillors had been due to discuss plans to build the development beside Gravesend Canal Basin.
Gravesham council's planning committee was due to meet yesterday evening (Wednesday) but consideration of the application, called Albion Waterside, was delayed at the request of the developer JH Milton Ltd just hours before the 7pm start.
The firm wants to build on the brownfield site, making extensive changes to the area.
The proposals include blocks of up to 23 storeys in height containing studios, duplexes, and apartments, commercial space, as well as parking for 750 cars.
The council's planning department had recommended the committee delegate authority to the planning service manager and committee chairman to grant permission but with conditions.
They included a referral to the Secretary of State, as it is a departure from the adopted Development Plan, and the completion of a legal agreement to maximise the delivery of affordable housing.
This was in spite of the Environment Agency being among those raising objections due to concerns over the flood risk. The Royal Yachting Association and Gravesend Sailing Club also jointly objected saying the development would affect wind conditions at the club's access point to the Thames.
