Most of Ebbsfleet's promotion-winning squad have signed new deals at Stonebridge Road.
The club put out its retained list on Tuesday with 14 players joining new signing Danny Mills in the Fleet squad for 2017-18 in the National League.
But Danny Kedwell, Aaron McLean and Sam Deering aren't on the list.
Deering has been linked with a move to Billericay Town, who recently announced on Twitter the midfielder had signed before later deleting the tweet.
Fleet put out a statement stressing Deering was still under contract until June 30 and that he had been offered new terms for next season.
Former Gills striker Kedwell, 33, captained Ebbsfleet to promotion through the National League South play-offs last season, scoring 13 goals in 43 appearances.
Injury ruled 34-year-old McLean out for most of the campaign but he did return in time for the play-offs and made a total of 13 appearances in 2016-17, scoring four goals.
Bradley Bubb, Kenny Clark, Jack Connors, Anthony Cook, Yado Mambo, Marvin McCoy, Jonathan Miles, Dean Rance, Sean Shields and Dave Winfield have all agreed new deals while Nathan Ashmore, Andy Drury, Darren McQueen and Jack Powell were already contracted.
A Fleet statement said: "Discussions with a number of other players are ongoing.
"The club is also making good progress with a number of other key transfer targets, to be announced as soon as deals are complete."
