A search has been launched for four people caught on CCTV reportedly dumping rubbish at a fly-tipping hotspot near a block of high-rise flats.
Canterbury City Council placed a camera outside Elizabeth Court in Queen Street, Herne Bay, between March 29 and April 27 following persistent waste dumping in the area.
Footage showed five alleged fly-tippers leaving rubbish on the pavement adjacent to the block's bin store.
Action is already being pursued against one of the suspects, who was identified by a local authority housing officer - but attempts are being made to track down the other four.
Council director Suzi Wakeham said: "We've had long-running problems with rubbish being dumped at this location and the repeated clean-ups have cost taxpayers' money.
"This is something we are determined to put a stop to."
City council bosses have released images of the people they want to identify.
Officials say it had been unclear whether these offences had been committed by residents at the block or by individuals from elsewhere who had lugged the waste there before the cameras were fitted.
But the authority now believes all the suspects have links to Elizabeth Court, as they either emerge from inside onto the street or use a key fob to gain access to the building.
"The images are very clear and we are confident the individuals involved will be identified," Ms Wakeham added.
"We are grateful to Kent County Council for their support in providing the CCTV camera that has enabled us to put this appeal out."
