Teens are alleged to have used a BB gun during a disturbance on a seafront which sparked an armed police response.
A 14-year-old boy was among four suspects arrested after officers were seen outside The Smugglers Inn, in School Lane, Herne Bay on Friday night.
It came amid reports passengers in a car threatened people in another vehicle in Central Parade.
A police spokesman says armed officers attended the scene following concerns a “possible weapon was present”.
It is now understood the item was a BB gun but was not recovered during the arrests.
The spokesman added officers arrested a 19-year-old man, a 17-year-old girl and two boys, aged 14 and 17 – all from Herne Bay – on suspicion of public order offences.
In an update today, the force said: “The four people arrested have been bailed while inquiries continue.”
One witness captured dramatic footage of the incident showing multiple police cars at the scene and an officer with a gun.
Speaking over a video, they said: “They’ve all got their guns out.
“They’ve all got their guns resting on the car. No way.”
Another woman who lives in the town reported seeing four police cars blocking the road outside the pub as well as a helicopter overhead.
A third added: “We live in Chestfield and last night we must have had about eight or more unmarked police cars fly back and forth.”
