Residents questioned why five fire engines arrived at a tower block when there was no sign of a fire.
Crews were pictured at Elizabeth Court off Queen Street in Herne Bay about 6pm.
A witness said they entered the building but did not initiate an evacuation.
The fire service later confirmed it was responding to a false alarm.
Meanwhile, pictures of a large fire had emerged on the opposite side of Herne Bay.
Crews confirmed they were called to a large amount of rubbish alight in Owls Hatch Road.
Two fire engines and a height vehicle attended at 6.05pm.
No casualties were reported and firefighters remained at the scene until 7.09pm.
The cause of the blaze is not yet known.
