DI Bob Stokoe, from the British Transport Police, says a 21-year-old woman was arrested on suspicion of grievous bodily harm.
But she was later released and the death is not being treated as suspicious.
DI Stokoe said: "This is a very tragic incident and my thoughts are with the family of this woman as they come to terms with this devastating loss.
“During the initial stages of this investigation, a 21-year-old woman was arrested on suspicion of grievous bodily harm.
"However, we have since learnt that this tragically, was an accident and the female was immediately released.
“Specially trained family liaison officers are continuing to support the family at this time as we prepare our file for the coroner.”
An ambulance spokesman says it is thought the woman, who is from Kent, suffered a head injury while collapsing.
A helicopter was seen landing in Memorial Park at about 4.30pm, before she was rushed to the capital.
Southeastern confirmed Herne Bay railway station was closed just before 4pm as emergency services attended the incident.
It was reopened 30 minutes later, but police remained there after 6pm.
