Plans to create a new bar and live music venue in Dover town centre are expected to be rejected when councillors rule on the proposal later this week, amid concerns over noise.

The proposals would see a Grade II-listed building in Snargate Street become the Dracula Parrot bar.

The team behind the scheme, based in neighbouring Folkestone, say they want to create “the best alternative spot in Kent”, adding it would be “a space where you can come and let your hair down, be yourself and have a good time”.

But the plans, which go before Dover District Council’s planning committee on Thursday night, are set to be rejected.

In a report submitted to the committee, planning officers say while the scheme is “considered to be acceptable in principle” its proximity to residential properties and constrained nature of the site would “result in significant harm and a loss of amenity to the surrounding residential neighbours from associated noise, vibrations and disturbance”.

Speaking earlier this year to KentOnline, director John Biggs of The Dracula Parrot Ltd - the company behind the scheme - said of their plans: “We are trying to set up an alternative venue where local bands can play their original material.

“It would be a small venue for up-and-coming bands - like The Marquee used to be in central London.”

The legendary Marquee venue in Soho played host to the likes of David Bowie, Jimi Hendrix, the Sex Pistols, The Jam and The Police before they hit the big time.

Added Mr Biggs: “We also feel Snargate Street has become a forgotten area when it was once a main thoroughfare with several pubs. So we want to help bring back business to the area.”

Councillors can overrule the recommendation if they consider the benefits outweigh the concerns.

The meeting will take place in the council chamber starting at 6pm.
