Residents at Melville Court will have access to around 10 computers when the cyber café opens in four months.
A grant of £50,000 from mhs and £57,000 from the South East England Development Agency has funded building work.
Co-ordinator Terri Capp said: "The community has needed these facilities for a long time and can't wait to go in and start using the internet and meeting for drinks.
"It's unbelievable that we are so close to it be being finished and grateful to mhs and SEEDA for the funding to complete it."
Garages underneath Melville Court are being converted to house the café and Rochester firm Keith Day Ltd are the architects.
