Outline plans to transform Chatham Docks have been approved.
The scheme would be dominated by an ASDA supermarket and include up to 950 apartments.
Chatham Docks owners Peel Land & Property also plan to build shops, offices, student flats, hotels, an events city, a multi-storey car park, an extension to the university campus at Chatham Maritime and a riverside walk.
Councillors approved the scheme in principle in May, but a final decision was delayed due to changes in planning law.
They formally passed it by 12 votes to three this week.
Cllr Adrian Gulvin (Con) said he was saddened at the destruction of long-used docks but added: "I think this is going to be wonderful for Medway."
Objectors included 19 Gillingham fans who wrote in after chairman Paul Scally warned the site held the Gills’ best chance for a new stadium.
A total of 48 residents objected along with the Gillingham High Street Forum, who fear the development will bleed the town centre dry.
