Two second half goals saw Dover maintain their 100 per cent home record at Crabble this season.
Whites progressed through the FA Cup third qualifying round tie against Blue Square South Welling, replicating the scoreline from when the two teams met in the league earlier in the campaign.
An even first half saw both sides fail to create many clear-cut chances and it took 41 mintues for the first effort on goal when Tom Davis's right-foot shot was deflected straight at Wings keeper Charlie Mitten.
Welling had the best opening two minutes later when Adrian Stone latched onto Ryan Johnson's clearance but the ball failed to come down and his right-foot volley went wide of the target.
Welling registered their first effort on goal five minutes into the second period but Tony Finn's left-foot strike lacked any power.
Dover boss Andy Hessenthaler stated in his programme notes that the opening goal would prove crucial and his words rung true when the home side took the lead on the hour.
Sam Hurrell was booked for cything down Frannie Collin and Welling paid the ultimate penalty from Nicky Southall's free-kick when the unmarked Olly Schulz headed in at the far post.
Dover wrapped the tie up with 12 minutes to go when substitute Jerahl Hughes's right-wing cross was swept home by Jon Wallis, although Welling will point to the fact that the latter could easily have been sent off moments earlier for a second caution after referee Ryan Atkin signalled that the Dover midfielder had dived.
Welling substitute Jake Hobbs won a penalty in the 89th minute after Jake Leberl's lunge but he saw his spot-kick saved by keeper Lee Hook to complate a miserable afternoon for the visitors.
Kingstonian v Cray Wanders
Cray Wanderers were torn apart by left-winger Dean Lodge as they were thumped 4-1 at Kingstonian in the Ryman League Premier Division.
Lodge had bagged a hat-trick by the 68th minute, including two fine solo goals, as Cray simply failed to cope with his skill.
Lee Bremner headed one back for the visitors 12 minutes from time - but any faint hopes of a fightback ended seven minutes later when Carl Wilson-Dennis netted Kingstonian's fourth.
