Hundreds of potholes were found by officials on day one of a plan to plot every single defect in the county.
Kent County Council staff are working to assess the road network after last week's snow and freezing temperatures hit.
Head of roads for mid-Kent in the county, Kirstie Williams, said a backlog of maintenance is not helping.
"On Monday we started an inspection of 2,000 miles of roads," she said.
"We raised more than 200 jobs on just a fraction of the network. I think the ice before Christmas may well have been the worst contributing factor.
"We've still got a lot of work to do."
Yesterday we reported a moon-like crater appeared on a stretch of the A2.
Eddie Thomas, who is a Faversham-based driving instructor, said: "I think there needs to be a plan put in place for road maintenance. At the moment that doesn't seem to be there.
"I've been a driving instructor for 10 years. Potholes are a potential expense of my business but I've been seeing it getting worse recently."

Mr Thomas added some drivers can sometimes be tempted to avoid potholes by swerving around them which could cause more issues more motorists.
"If you hit a pothole it's always best to stop somewhere safe to check and then check again in an hour or so," he added as sometimes problems don't always appear straight away.
It comes as Kent County Council announced in January it needed £630million to fill a backlog of repairs.
