Medway Community College, one of two schools facing closure under a council review, is still failing students.
That's the view of a damning Ofsted report criticising inadequate progress made since being placed in special measures at Christmas.
Inspectors returned to the school last month. They said "overall there is still too much inadequate teaching across the school."
The report adds,"Too many students are not making enough progress in lessons because planned work doesn’t meet their needs."
Medway Council is also criticised.
The report reads: “The local authority statement of action although including suitable actions for the school to follow, lacks precision.
“There is insufficient clarity in how monitoring and evaluation will feedback into the improvement process.”
“Overall time scales for the planned actions are not clear and there is no proposed date for removal of special measures."

Unruly behaviour in class also caused concern, although some improvements here have been made.
“In a small minority of lessons teachers are not always able to manage the poor behaviour of some students which inhibits the learning opportunities of the majority.”
Medway Council says the report is being taken very seriously.
A spokesman said:“Some progress has already been made although we acknowledge there is still more to be done.
“On a positive note the inspectors recognised a number of improvements, including pupil attendance and behaviour, and the significant reduction in exclusions.
“The report also refers to improvements to the curriculum in years 10 and 11 in particular the broadening of an off-site vocational provision.
"This has led to improved attitudes and behaviour of a significant number of students.
“The school and the council are working together to make improvements so that students receive the best education possible.
“In the longer term this could include the creation of a new academy through the merger of Medway Community College and Chatham South School.”
