PC William Russell charged with assault

A policeman has been charged with common assault.

PC William Russell, 30, is alleged to have struck a man in the face on three occasions.

It is alleged the victim was in handcuffs and had his head covered with a spit hood when he was assaulted by the Kent Police officer.

The charge relates to the detention of a man in police custody on February 12 this year.

It follows an investigation by the Independent Office for Police Conduct.

PC Russell is due to appear at Hastings Magistrates Court on September 25.
